Wikimedia skin styling problems on IE5 & 6

According to browser labs my layout is fine on every browser except ie6. I'm using PNGs, and am aware that I will need to deploy a work around for those, but the layout is also all screwy. The footer is fixed width, and margins are set to auto but its background image appears way off the left side of the screen and the text appears way off on the other. It looks like a float clearing problem to me, but I can't for the life of me figure out how to fix it. The #p-personal toolbar is also nowhere to be seen (although it could be under the background image of the footer).
