What's the easiest way to create a "limitless" header and footer?

Hi there,

What's the easiest way to create a "limitless" header and footer (i.e. even if you zoom out on the webpage the header/footer never end)?

I have an example header here:

The header looks pretty much the way I want it and I would like to add a somewhat similar footer too. Problem is too much junk code, I would like to remove everything that is not essential and just keep the header and adding a similar footer.

Anyone knows?
