I have two tables side by side when resize it doesn't overlap but the problem is when you resize upward(resize the window from bottom to up) all the elements goes up rather than giving a scrollbar for Y, i i set the overflow to auto but it only gives my scroll bar for X

html, body
        {
            height: 100%;
        }
        body
        {
            overflow:auto;

        }

        #divider
        {
            width: .5%;
            height: 30%;
            background: url('/divider.png') repeat-y right;
            position: absolute;
            margin-top: 10%;
        }

<body style="background: white none">
    <form id="form1" runat="server" style="height: 100%">
    <asp:ScriptManager ID="scriptManager" runat="server" />

    <table width="100%" style="height: 100%">
        <tr>
            <td style="width: 50%;">
                <div style="margin-top: -45%;"  align="right" >
                    <img src="/img.png" alt="" />
                </div>
            </td>
            <td id="divider">
            </td>
            <td style="width: 50%; margin-left:10%; "align="center">
                <table width="100%" style="margin-top: -40%;margin-left:-420px;">
                    <tr>
                        <td style="font-size: 30px; color: Gray; ">

                    </tr>
