Smallest responsive design framework ( Only 393 bytes) - lit

I recently found a very small framework that is less than 400 bytes (minified and gzipped). Check it out at https://ajusa.github.io/lit

I would like to know what are the benefits of using a small framework like this as compared to bigger framework?
