I noticed that when I use the larger monitor, all the elements move up and block some of the background title. But when I open it in a normal 13 inch laptop screen it looks exactly the way I want it to (I've attached screenshots). How do I position it so that it looks right in all sized browsers?

You could use media queries to display the page how you want at different sizes.
