Responsive Div not going to mobile layout when it should

Hello, new to the forum. I'm just now beginning to understand this CSS stuff and will need some help along the way. Hopefully in time I can help others in return. I am using the latest version of Wordpress and the Divi theme if that matters.

I'll have a few other questions as I continue to work on this site, so thanks to all those who help.
