New to CSS and requesting an answer to a question.

Sir/ma'am, im literally new to CSS and would like to know how long would it take to create a form to put in my role playing game. This game is online and uses CSS to create a DND character sheet but im not able to use that form. the game is a different system and i was told to create the form. I apologies if this is not the right place for this but i am at a stand still and also not gonna pay $600 for the basic Css class for 5 weeks. Thank you in advanced.
