if you look it stays at the bottom, but i cant seem to get it to give it a top padding or something, cause it cuts off. Any help would be greatly appreciated. Just scroll to the bototm of the page, you will see what I mean

Going to be a little harsh with you here as you have been around on the forum for a while and ought to know we deal in standards focussed markup and CSS.
You need to completely re-write that page the structure is very poor and non semantic, the way it's constructed makes targeting rules effectively very difficult.
Spans holding what is a heading and then br tags used to start a new 'paragraph' is not the right way of doing things nor are somewhat random divs used for some blocks, some with class/id tokens some not.
We could probably show you how to effect what you want on the element but personally I wouldn't until the page had a re-write that made sense.
The page content tends to suggest it lends itself to a DL list your spans become DT's and the description text is wrapped in DD's within which you may describe paragraphs if you need paragraphs but please avoid use of the BR tag to style the page it's not correct usage.
Have a go at re markingup the page it's not hard and shouldn't take too long then we can help where there are further issues.

The blocks you are referring to are the blocks on the bottom im taking it? Or blocks on the page?
What would you suggest for me to start rewriting the whole page, you have to remember this WHOLE site was all done in tables, I knew nothing about CSS, I literally just started using it and NO Tables. Ive been out of the loop for a while. I might have been on this site for a while, but on the same token I was in the Army when I registered and I never actually did all CSS pages; the whole page from scratch essentially rewriting the whole thing.
Suggestion would be good too since, your just basically saying, re write the page?! How about a starting point?

It's really not too difficult; keep a parent div if you wish but in that create a dl construct:
<dl> <dt>your span text goes here</dt> <dd>the description body text / paragraphs go in here<dd> </dl>
You can retain whatever classes you may have set on the spans or just change your CSS rulesets to reflect dt dd elements. You should need minimal, if any, extra styles for the dl structure.

If you want to play the sticky footer game then you best bring all elements inside of #wrapper, only one child may describe height of it's parent html/body. The footer you should simply flow after the wrapper but set it's height and a negative top margin equal to that height then your content div has a botton padding amount a bit greater than footer height.

You may have an easier time if you moved menu inside #wrapper and wrapped #container or add #content as parent for the center page area and apply a width to that, you then flow naturally below the menu area and just need worry about ensuring your bottom content is padded away from the footer.
