Looks for me like they are trying to scare people a bit lol
As for now they only talk, and well, it is the future.
They just might kick the thing off one day.

Responsive website is extremely necessary now there are 2 basic reasons.

Mobile friendly website is now a compulsory element if you want your website shown top in Organic results. suppose anyone need to, he will hardly go to next pages of Google. 70 to 80% users are click on top 10 results. so if you are not using responsive website , this way you will also loss potential visitors from SEO point of view too.
