I followed the W3C Schools recommendation on font-size (default font-size in percent for the body element and em size for h1,h2 etc and p). Gives the same text size in all browsers and allows all browsers to resize text. However I cannot achieve this in Firefox, IE8 it works OK. Firefox has a smaller font-size when viewed.
Relevant parts of the css sheet:

html, body, div, span, h1, h2, h3, h4, h5, h6, p, blockquote, a, acronym, cite, em, img, strong, dl, dt, dd, ol, ul, li, form, label, table, caption, tr, th, td {
background-color : white;
color : black;
font-size : 100%;
margin : 0;
outline : 0;
padding : 0;
}

#body {
background-color : #fff;
font-size : 67.5%;
min-width : 976px;
}

h1 {
font-size : 1.75em;
line-height : 30px;
}
h2 {
font-size : 1.56em;
}
h3 {
font-size : 1.25em;
}
p {
font-size : 1em;
margin-bottom : 10px;
}

What is the problem here?
Thanks
