Hi,
I am new to CSS.

In html we use to have multiple Frameset on one page lets say TOP, CONTENT.
on TOP we have links, at CONTENT it should show anther html file as clicked.
for e.g. in HTML

<a href="home.html" TARGET="CONTENT">Home </a>
<a href="About.html" TARGET="CONTENT">About us </a>
<a href="product.html" TARGET="CONTENT">Products </a>

PROBLEM

How same can be done of loading another HTML in CSS?

If I click Home Link it should load home.html in CONTENT Wrapper (Content ID) of CSS in same page.
Each links will load another HTML file. I don't want to open it into full new page. Html should open in same page.

So what should I write in <A HREF...................>?????????????????????

This has nothing to do with CSS, look into includes whether of a server side nature SSI, or scripting language such as PHP, ASP etc.

CSS is a declarative visual styling language!
