issue with z-index

I'm working on the following site:

I have a submenu that appears from the main navigation. The issue I'm having is the submenu is dropping behind the splash headline (Pump Experts specializing in seal-less technology) even though I set the z-index to 100 and the headline z-index is set to 99. Any idea why its dropping behind the headline and what I can do to fix it?

z-index property of css applies only for a positioned element. how if we define a style class for a position element, the position value is taken as relative and top & left values as 0 then what is the affect of using margin values of the element? How is it going to behave in different browsers? which is given more priority, margin or top and left for a position image?
