Chrome link href tooltip css problem

I am having a very special problem with chrome (version 40).

I have a footer:

<footer id="footer">
			<span class="footertext">
				<br />
				<a href="" target="_blank">Anything</a>
				<a href="" target="_blank">Anything</a>
				<a href="" target="_blank">Anything</a>

And some css for it (my website uses Bootstrap 3.0 ):

footer#footer {
  height: 60px;
  background: #e1e1e1;
#footer {
  text-align: center;
  padding-top: 1em;
footer a {

Centered background not aligning centered header.

Hello guys,
I am creating a website that supports bike roads in São Paulo.
I wanted the header image to stay put on top of the site, always aligned with the background image, but for some reason, the image is a little bit to the left of what it should be.
Besides that, it all gets really messy when I try to browse the website from my cellphone.
Could someone please give it a look? I'm sure there's an easy fix to that.

thanks in advance for the attention!

ps: I'm not a native speaker, please don't mind my english.

Basic Issues with Page Layout

Hi All,

So I've decided to start using Google Web Designer, a desktop application for Mac/Windows. I made my first site (just one page for now), and I'm having a little difficulty with figuring a few things out. Here's what I'm struggling with:

• if you resize your window or even open the page on a differently sized monitor, it just stays where it is, it doesn't move to accommodate the size of your browser window.
• there is no scroll bar.
• when I hyperlink text, I'm required to make it blue and underlined.

If anyone has any ideas they'd be greatly appreciated!

Centering Text

I changed the size of the pricetage pic on the roundabout. Now I need my text to be centered on the image of the pricetag. see css code below and website link. I also need help with centering my Navigation in the grey box above the roundabout. Any help is appreciated.

.roundabout-moveable-item .pricetag {
background:url(../image/pricetag2.png) top left no-repeat;
font-family: Verdana, Geneva, sans-serif;

      <img src="     wallpaper.jpg" alt="demo image">
      <h2><span>Drop Dead <span class="spacer"></span><br><span class="spacer"></span> Gorgious</span></h2>

the following CSS code :

  padding: 0;
  margin: 0;
    position: relative;
    /*width: 100%;    */
 .wrapper h2{
  position: absolute;
