How do i make this code capable in php?

Nav bar on the left with a responsve logo on the right

I have a navbar at the top of each page with a list of elements all with float: left; applied to them. I then have a company logo floating on the right hand side of the nav bar. The issue is that if I make the window too small, the logo will move underneath the list items, I need it to shrink in size.

I do have media queries for mobile devices, but this is when the screen is still too large for a mobile device. I may also mention that the number of items on the menu bar can change, so a media query for this is not suitable.

Centering a header.

Making content (text) area larger in a wordpress theme.

I was able to make my theme area larger by modifying this section of the stylesheet.css:

/*========= LAYOUT =========*/
	background: #ffffff;
	margin: 0 auto;
	width: 960px;

But this leaves a gap between the content area (where the text of a page or post is located) and the sidebar. I want to make the text area a little wider.

css positioning problem

Is there any way to just make the entire page fixed so that nothing changes at all when you zoom in or out and everything just gets smaller/bigger appropriately? I'm kind of inexperienced with html and css, but I have things the way I want them and this is really the only problem I've come across. I'm using webgui.
