Child element makes parent go up

Hello,
I would appreciate your help very much. I know that this topic has been discussed before but I haven´t found any answer to my problem. I have a header in a page (a black div) with the navegation links. It looks like this:

website header

As you can see the 'More' link, which is connected to other 3 links (drop-down menu), is displaced. The child element in this case, makes the parent go up. And I don´t understand why.
This is the structure of the html:

<div class="top">

Can a <td> element overflow down from its <tr> parent

Hello, I am styling a DNN skin (.ascx file for DotNetNuke) that have the structure posted at the end of this topic. The table has tree rows. The first row has 5 elements. I styled it so that the forth and the fifth cell are arranged vertically under each other hence their ids "RightPaneTop" and "RightPaneBottom" floating former to the left and the latter to the right. The 4th and 5th element together have the same height as the ContentPane element. Then there is a thin 10px separator row and another row with the 4 elements of which only 2 will hold content.
