CSS code doesn't make borders for my table

I coded to make a simple table with three rows and one column. That worked fine. But, trouble comes while making 1 px borders around the table using css. It doesn't make any border.

Problem: opacity change on hover works on FF and IE but not on Chrome or Opera

The index page of my website displays a number of images in a div that is set at 0.4 (40%) opacity. I have coded (to the best of my current skill) the page so that on mouse hover each image scales by a factor of 3 and then displays at full opacity (1.0 or 100%) in front of the original and dimmer image array.

My coding for opacity change on hover works in IE and Firefox, but not in Chrome 20.0 or Opera 34 or Safari. I have spent all day going all over the web and am at my wit's end. Any help most appreciated. (I'm very new to coding.)

How to properly set layout of website (IMP)

Earlier I use to write css style for each class myself, then I started using zurb foundation for css and then I saw twitter bootstrap. But a common problem I face is that I am not able to do following things properly:
1. Make proper layout of site: I am not able to see things without coding css. I mean I use photoshop, any software like that to help me making a proper layout of site and code that. Also, an option to extract each element of layout designed to be extracted as images so that I can use it.

How do you make a background repeat y ...?


I'm trying to repeat a "background" through my site. Must be in the middle exactly and with 100% height.

I have tried the background-position tag, but it seems to only move the background to the right and doesn't seem to affect the top and down.

Can anyone give me some advises?

Does anyone have any ideas for how I can achieve the best look for my index page?
