Responsive Div not going to mobile layout when it should

Hello, new to the forum. I'm just now beginning to understand this CSS stuff and will need some help along the way. Hopefully in time I can help others in return. Anyway, they say a picture is worth a thousand words, so I've attached an image to explain my problem and the link the webpage can be found at is http://pocahontascountyclerk.com/home/

I am using the latest version of Wordpress and the Divi theme if that matters.

I'll have a few other questions as I continue to work on this site, so thanks to all those who help.

floating stacked variable height div containers in a 2 column layout

Hi Guys, please help:
I have a basic layout using div tags with CSS. There's a header, a footer, with a left and right column in between. The left and right columns each have 3 stacked divs that should stay together, even if the height of the div tags change...

I'm having difficulty with the floating and clearing options to maintain the structure.

Div Resizing Help

Hi all,

I am currently working on this page at http://www.executivetravellink.com/cruise-deals/

I'm just finally starting to learn divs after going old school with tables for many years. This is probably a very simple question, but does anyone know to re-size the width of each div to say be only be about half of the size and only be in the vertical center third of the page? That way I can create promo images to be shown on the right third of the page.

I am assuming that I would have to go into the CSS, which was created by someone else. The code for the div titled "box" is:

I made some buttons using divs with a background image wich contains de text and I want them to control another div content (background image)
