External Style Sheet


I'm currently designing the following web-site: http://sb460training.org/
I'm quite certain content-wise, the site looks okay. Its by no means a great design, and there are
several aspects of it that I will agree is poor practice in general but for the most part the site
looks alright from a full-screen point of view.

jigsaw.w3.org/ tells me my CSS is level 3 verified with no mistakes either so I know nothing coding-wise
is broken.

The problem I'm having though is that I can't quite get any external style sheet to behave well with

is there a (legal) way to bring external style into HTML body?

I have to create a page where the head section of an HTML document is globally defined (and "included" via PHP) and I can't change it. All I can change on it is the text inside the meta title tag through a global variable.

I have created a site directory page using CSS and javascript and I'm reading the stylesheets it requires after the body tag using:

<link rel="stylesheet" type="text/css" href="stylesheet.css" />

I have used this technique for several years with no problems, even though it is not "legal".
