If you're asking that question, I think it's fair to assume that you'd much prefer to install a forum than to create one. 
Download the latest version of phpBB from www.phpbb.com, upload it to your host, unzip it, and read the installation instructions. they have a dedicated community support forum in case you get stuck. You'll need a host that supports php 4 or above, and MySql
