Strange question, dont know if there is a solution!

I have made a page with two layers, the one at the top is fixed, the bottom one scrolls under the above. I want to use the upper one as a menu.

In IE, netscape and Opera I get scollbars on the bottom layer which is what I want. But the scrollwheel function of my mouse doesnt work anymore... and I would like it to work. Is there anyone who can solve this??
