It's hard to work with embedded tables.
Why don't you try giving each of the tables a different class name then temporarily give them each a different border color so you can see which tables to move.

Trouble
I know the tags make it easy but a big part of the problem I am having is with that News section....there are so many table row and table end tags right above the <!--News Coding Ending--> tag that I dont know which ones to remove when re-ordering them. Could you tell me which one?
