why do you end the body in

why do you end the body in your header file?
shouldn't you end the body at the end of the site?

Please do not write with

Please do not write with your caps lock on, it is considered to be 'shouting' it certainly won't attract any faster attention in fact the reverse would be true.

How much experience do you have with coding? If you inherited the site can you not go back to the original author and ask for help?

Tha fact that you do not directly respond to the question asked by deuce makes me suspect that you simply want the solution handed to you, in fact deuce may have done just that; you need to reply to his question.

i have done what he

i have done what he suggested and it has helped somewhat
the reason i have inherited this site is the original developer is no longer with us.
I have little experience with css and thought this site might be helpful
excuse my use of capital letters, intentions were not to shout nor offend.
any help would be greatly appreaciated

if you validate your code

if you validate your code you'll notice that you have mismatching opening and closing div tags.
Probably one of the closing div tags in your head should be somewhere in the footer.

Best bet is to validate your code.
I wouldn't worry too much about the flash validation stuff, but try to clean up the other errors.

Your issues - on first

Your issues - on first observation - do not look to be rooted in CSS but in the markup or more specifically in whatever serverside language is being used to run the includes. It looks as though your include sections are not being called into the correct areas?

sounds to me, your

sounds to me, your in-over-your-head on this. You may want to consider paying someone to do it for you, or start from ground zero and learn XHTML, and CSS.
