if you validate your code
if you validate your code you'll notice that you have mismatching opening and closing div tags.
Probably one of the closing div tags in your head should be somewhere in the footer.
Best bet is to validate your code.
I wouldn't worry too much about the flash validation stuff, but try to clean up the other errors.

Your issues - on first observation - do not look to be rooted in CSS but in the markup or more specifically in whatever serverside language is being used to run the includes. It looks as though your include sections are not being called into the correct areas?
