Can't get footer to stay to bottom

I can't footer to stay at the bottom of this website. A client just ask me to look into this, and I can't figure if its in the CSS or in the Javascript. The site was origionally created in Joomla, and then someone created another content management system over that code.
I changed the positioning to absolute, but I'm still getting nothing. Any help on this would be greatly appreciated, I know the code is rather sloppy.
