css image navigation

I created a custom navigation in photoshop with text on the image file. I then sliced it up with Photoshop and it turned into an HTML page with tables. I then turned the tables into CSS.

The image looks fine, the problem is I can't turn the images into links. How would I turn a background image into a link in CSS?
