to serve css to other browsers than nn4
Are you sure that 10% are real nn4 users and not mainly robots, mozilla or firefox users identifying themselves as nn4 ?
more than 50 % of nn4 identifiers are fakes in my case.

There's a theory that the only people left using N4 are designers testing sites in N4 and one old fellow in Michigan who refuses to upgrade. Truth, or rumour?

What is the target market of your site?
My sites show Netscape 4 disappearing, All versions of Netscape only made up 1.7 % of visitors here last month, but this is a site for web developers so you could hope they had decent browsers.

Last year my site was getting 200k unique and 1 million page hits per day (that's right, per day) and if I remember correctly, not many people used NN, and that was a year ago.
