I have read all over the place about SEO but it is hard to find anything definitive, at least in my opinion, what are some basic techniques that are used in the markup of a site for SEO purposes?

Of the things that you can control on your web page, I think the most important is to put keywords in your title tag, followed by the h1 tag. Have the keyword in your text content and high up on the page. Name your URL's and filenames with keywords in them.

Secondary factors include keywords in your alt tags. Have a high content to text ratio, which means lots of text as compared to the amount of code markup tags -- this is improved by clean code and CSS-based layouts.

From an SEO point of view, that might be a good thing, but from an accessibility point of view it's usually a bad thing.
