4 thoughts/opinions

1. Use an ul for your navigation. That will stop the annoying jumping of the links too
2. more padding on the left and top.
3. The blue jpgs on the right, just use them blank as a background for a h2 or h3
4. If you really want to go for a small size, make it at least work on an 800 screen.

No, not making the links bold on hover when they're not bold for the normal state will stop the jumping. Either make them normal for both states or bold for both.

indents?

The navigation could definately use some work. its pretty boring. The content on the body lacks some luster too. put some space between the header and paragraph and use the text-indent attribute so the paragraphs look more real.
