It has been reported to me that the navigation on my site doesn't load sometimes, meaning they can only view and access the home page.

The problem seems to only occur in IE that I am aware of. Is this a server problem? Or coding problem?

After looking into it a bit

After looking into it a bit more it seems to just be IE7, the home button loads, but none of the rest, also it loads further to the left then it should....
