Is there a way to validate your site to ensure it is W3C compliant without loading it to an actual server? If so, please advise. Thanks...

Go to firefox.com and

Go to firefox.com and download the extension/addon "web developers toolbar"

and there is a Tool in there that allows you to validate local html and css with w3c
