"@import" doest work

hi,i have a page that i wanted to import "ie.css", but i have no idea why it doest import when i use ie6 to open the website.

here is the link: link (this website looks good in FF, but not in ie6, therefore i make the ie.css)

i put the code in the cart.html:

@import ("css/ie.css");

i also try this one:

but both doest work
*i validated, but i see no errors ^^v

please tell me how to fix it or guide me, i would really appreciate it~ thanks!!!
