Hi - experiencing a problem with FIELDSETS in IE6.

Following code should (and in Mozilla does) give a layout like so:

but in IE6 the searchform DIV appears above the HEADER DIV. This only occurs when the FIELDSET tag is present.

<style type="text/css">

	#header {
	margin: 0px 0px 0px 0px;
	padding: 0px;
	background-color: #99ccff;
	border: 2px solid Fuchsia;
	}

	#navBar {
		float:left;
		border: 1px solid Green;
	}
	#navBar2 {
		background-color: #B7D6B7;
		border: 1px solid Orange;
		float:left;
	}

	#searchForm {
		padding-left: 5px;
		padding-right: 5px;
		float:left;
	}

	#spacer {
		clear: both
	}
</style>

</head>

<body>
<div id="header">
	<div id="searchForm">&nbsp;
	 <form action="" method="get" name="search">
		<fieldset class="searchFieldset">
		<legend accesskey=i class="searchLegend">News Search</legend>
			<label for="search" accesskey="S" class="searchLabel">Enter keywords</label><input type="text" id="search" class="searchInput" size="16" value="Keywords" onClick="this.value=''">&nbsp;<input type="submit" value="Go" class="searchButton">
		</fieldset>
	</form>
	</div>
	<div id="navBar">navbar 1  |  navbar 1  |  navbar 1  |  navbar 1</div>
	<div id="navBar2">navbar 2  |  navbar 2  |  navbar 2  |  navbar 2</div>
</div>

Any ideas??????????
