DW8 always does the first one regardless of whether you add the link or the header first, but that doesn't mean much.

I can't find any references via google.

Only the first is correct

Only the first is correct html. <h1> is a block level element that is allowed to contain other elements, whereas <a> is an inline element and may not contain any block level elements.

It is important to understand this difference.
