There's nothing wrong with using an editor like Dreamweaver, as long as you only use the code view and don't rely on WYSIWYG.
The aptly named "Text Editor Reviews thread here http://www.csscreator.com/node/8308 should give you some idea of what we use - although it's quite old now!
But I still use Notepad2!

I love my Notepad++, been using it for years.
Before that I was using Macromedia Homesite (now owned by Adobe)
Homesite is a nice GUI program, had that auto-fill gibberish for those times you can't remember exactly what code you were trying to type.

10x...i asked around some advance website builders (such as my uncle) and he's using notepad ++..i guess I'll start with that for now...wish me luck...

Have you googled on 'meta character sets'?
We can help you understand these things but you'll find that you will get far better responses if your questions are more along the lines of "I have read up on the meta character set, but still am not clear..."
rather than simply "what's this mean"
It shows us that you are attempting to help yourself rather than just relying on the easy path to answers.
Please don't feel this is 'having a go at you' it's just to try and point out how best to use all the available resourses at your disposal on the net and not meant to mean you must not ask questions
Another minor point to bear in mind is that this is primarilly a forum for CSS matters and strictly speaking markup doesn't fall under this banner, questions that are off the main subject are best placed into the 'Off Topic' sub section.
Again don't be put off asking but do see what you can find out for yourself initially.

k..i am sorry about this. Next time i will post a question after searching the answer meticulously. I just got carried away i presume.
P.S I just began learning about web design just 2 weeks ago and by now i am able to build a cute site in html and a little bit of css by writting manually my own codes. I'll read more tutorials i quess and i will get back to you when i have a real problem.

...then you are well ahead of most of your fellow noobs then Most people seem to start with a WYSIWYG package and then either get stuck in that way of non-thinking, or they then have to un-learn everything they haven't learnt, if you know what I mean. By starting off in 'manual' mode you are cutting out all the [email protected] and getting straight to the productive side of things. Well done and keep up the 'doing things properly' approach

I use dreamweaver still, mainly because there is still sites that have to be done old style (think html emails, gah!).
But really, the best practice imho would be writing the skeleton however you want, then do the rest using the web developer plugin for firefox or similar, thats great
