Please look at the html page and you will see that the top navigation is down about 10px from where it should be right at the top. If you need to see how its suppose to look just view it in Firefox. Any help would be awesome, thanks.

I assume this is an IE6 problem, as it is OK in IE7.

This may be a hasLayout issue. The zoom property will test it.

Yes, this is an IE6 problem.

Yes, this is an IE6 problem. Also, I added the zoom property to the li a tag and it still is down about 10px. Any ideas?

I just took out the

I just took out the unordered list to see what happened and it is still leaving the space above and it is also leaving space below because the hr should happen right after not 8px below. This is happening with the footer too. I have no idea.

Solution

Sorry, slipped my mind since I spent so much time trying to figure it out.

It turns out all I needed to do was set #page_header and #page_footer to overflow: hidden. I'll never overlook that again.
