An old friend who has been in real estate in Santa Cruz CA recently contacted me to see if I could help him get better search engine listings. The sites are: http://www.greggcamp.com/
and www.propertyinsantacruz.com

It's one of those slick realtor sites that is using frames. From what I've learned so far from this forum is overdone code gets in the way and will cause bad search engine listings.

What do you think of these? What should I recommend?

If he/you are happy with the existing design then you could probably salvage the code, delete all the unnecessary crap, and what have you.

But it may be quicker writing out the HTML from scratch then styling it to match the existing layout and design.

You can't just go in willy-nilly deleting code. You've got to understand how the existing page is coded and what you're going to use to replace the outdated elements.
