The site can be seen at http://www.nopeople.com/Premier .
I've got it looking the way I want, I think, in IE for sure. On my machines here at home Mozilla and Opera both mess up the footer. I don't have a clue why...

Is the picture for the subcontractors of the year away supposed to be below the contact information??
I'm using Mozilla 1.6 and it's doing that.
Also, the client popup "hangs". What I mean is when I hover over it and than move my mouse away it stays floating there for about 2-3 more seconds.
Ah! WAit I see something:
In your source you forgot to put this class in quotes:
<div id="l-col_bottom"><p class=titleb>âSubcontractor of the year Awardâ <br>for Safety USACOE 2001</p></div>
That could very well be your culprit.
Lindsey:)
edit: Fixed seom bad bbcode

Good catch La!
I've overlooked that several times now.
Not sure if it helped on your end but it looks the same here, even with the quotes fixed.
Thanks for the fast reply!

Well, I found an extra div behind the header that was not needed.
-I specified the right col hight at 600 pixels
-The award is 3 divs so I enclosed those in a left col div and specified a hight of 600 pixels
I've only got about 10 divs here and can't seem to keep track of them. I have no idea how you keep track of a really complicated page!!!
How does it look now?
<!--edit... It looks good in Opera and IE now. At least it does here. I enclosed the award in yet another div to contain the background.
Mozilla is not my best friend right now! -->

Everything looks pretty good right now. In mozilla.
The only thing is, which it doesn't seem to be a CSS issue, more of a graphic issue. The picture of the machinery is smaller than the graphic above it, so you got a little hang there that you may want to crop.
I screen shotted it just to make sure you know what I am talking about.

That's definitely not what I was trying for! It looks better on Mozilla to me than that... I wonder why it's broke more on your end?
Here is what it is supposed to look like:
