I have a redesign I'd like comments on please.
Layout, ease of use and especially accessibility.
It's not finished, there are a couple of blank pages lurking in there
Also it look absolutely *beep* in IE - but that's a job for tomorrow night!

Is this a different design from the last one or a refinement of it?
I'm liking the logo with the mirrored effect although I think to use it twice at exactly the same size is wrong (the one on the right is a bit close to the border).
Colours & border are good too.
A couple of things I'd change:
- Not sure about all lowercase headings
- For your articles links, it'd be cool if the whole bar changed colour on rollover.
- One thing I've learnt recently is that skip links shouldn't be hidden on focus, ie if they're set offscreen normally, bring them into view on focus.
- Just being picky, but you don't need /index.htm in your URL, e.g. it could just be /articles/ which looks neater.

I like this design much more than the last. Here are my suggestions:
I agree with Tyssen about the background color change in the nav hover and the same sized logo on the bottom right being smaller (oh, and the skip link too).
I would actually make the type smaller and the h4s a hair larger for more contrast. Something like font-size 85% in the body and 1.2em on the headers. The tagline seems 'off' to me - both in wording and alignment...

Hello. Just another little thing: you may want to define a background color for the page itself. Right now, since my default background color isn't white, the page doesn't look too good. Cheers!

1. Ditched the second logo
2. Changed hover state on nav links also current state
3. hover on whole links / background on article headings
4. background color set to white
5. body font size now 85% heading 1.2em - does look better
6. tagline - need to work on the wording of some - i agree
7. reworked so displays correctly in IE
Problem - article title bars now double height in IE

That gap is still there in FF. Add padding-top: 1px to #wrapper.
