This is a good read.

First basic few steps in building a webpage
1. Gather and collect content.
2. Organize the content into meaningful semantic valid HTML
3. Design the prototype
4. Style using CSS

Unfortunately, I suspect

Unfortunately, I suspect many people will read that and confuse "good" design with "complex" design or "fancy" design.

design is such a woolly word

design is such a woolly word and one that without qualification is essentially meaningless; It seems to be used far too often without any real clarification. Reading that page has to suggest that they are talking about visual graphics? more than anything (yes they do talk about copy to some extent) Not much discussion or mention on what I think of as the real core aspect of web site design, site architecture, the page flow, navigational structure etc. The sites that I seldom return to are those that I can't figure out where I am or how I got there, that leave me feeling lost and unsure how to clearly navigate around. it's that aspect that I don't think designers/developers spend enough time with.
