How about you take a stab at it. Check out the CSS tutorials (e.g. HTMLDog, W3schools) to get you started. And if you get stumped anywhere start a new topic here and ask a specific question.

My normal advice to start is to forget what it looks like. Just code the HTML. Once you have the HTML you can style it with CSS, setting fonts, backgrounds, colours, spacing etc - and if necessary and in extra HTML decorator elements.
