Lol.
I think basically the doctype describes the document. It tells the browser what language and version its written in and so it knows how to display it. This way it makes cross browser programming a lot easier because all the browsers *should* display the same thing.
Im not too sure about meta tags and what they do, I thought they were similar to the doctype and tells the broswer what encoding to use nd loads of other stuff.

There is a good article in A List Apart on DOCTYPEs. I'm also planning on writing an article on these for the Knowledge Base - just as soon as I can get my head around it! :-k
